ActivityThe Local Government (Scotland) Act, 1929 (19 &20 Geo. 5, c. 25) abolished parochial councils who had previously administered poor relief. Town councils of large burghs became the local authorities for the administration of the Poor Law Acts in their area and in county areas the function passed to the county council and was often delegated to district councils. Perth appointed a Public Assistance Committee of the town council and public assistance officers. The public assistance function of local authorities was abolished in 1948 with the introduction of the National Insurance Act 1946 (9 & 10 Geo. VI, c. 67) and the National Assistance Act 1948 (11 & 12 Geo. VI, c. 29) which introduced the present welfare system, operated by central government.
