ActivitySir James Haldane Stewart Lockhart (1858-1932), was born in 1858 in Ardsheal, Argyllshire. He was educated at Watson's College, Edinburgh, and at Edinburgh University. From 1878 he was a cadet at the Colonial Office in Hong Kong and in 1883 became Superintendent of Opium Reveneu, Hong Kong. He was made Colonial Secretary 1895-1902 and in 1898 was Special Commissioner to Inspect and Report on the Extension of the Colony of Hong Kong. He was awarded the CMG [?] in 1898 and in 1911 the Coronation medal. He was knighted in 1908.
