Activity | The Manpower Services Commission was a government body which was set up in 1973 to produce a strategy for returning people to work. Training courses run by them included the Training Opportunities Scheme (TOPS) in the 1970s, the Youth Opportunities Scheme (YOPS), the Youth Training Scheme (YTS) and Employment Training (ET) for adults in the 1980s. The Commission was disbanded in the late 1980s. |
