ActivityAberdeen Town Council's Town Planning Department was established on 1 November 1949. W A Colclough (previously Chief in the firm of W Dobson Chapman and Partners, Macclesfield) was appointed as the first Director of Town Planning, and the Department was staffed by those members of the City Engineer's Department who had been involved in town planning. The Department was responsible for the preparation of a Development Plan for the city in terms of the Town and Country Planning (Scotland) Act 1947 (10 & 11 Geo. VI, c.53), and for the administration of the local regulations for the erection and alteration of buildings. It recorded planning applications and set time limits on completion of alterations or buildings. In 1952 Aberdeen Town Council published ‘Granite City’, an ambitious and comprehensive development plan for the city, but this was to an extent circumscribed by new ideas of planning on a regional basis. Housing provision was dealt with regionally as early as the 1960s, and the Wheatley Commission of 1972 saw to the setting up of the North East of Scotland Joint Planning Advisory Committee (NESJPAC). The planning department was also represented in the North East of Scotland Development Association (NESDA), which dealt with the industrial development of the region.
