ActivityThe Department of Law and Administration dealt with the administration of meetings of Grampian Regional Council and of all its committees and subcommittees, with legal work arising out of the Council’s work (conveyancing, court work and general legal advice), and with common services, such as the printing department, purchasing, catering, telephone services, despatch room and general office management. In 1979 the new regional Archive Service was also included in the department. Though the headquarters was in Aberdeen, there were eleven Area Offices which dealt with the registration of Births, Marriages and Deaths and with social work and education. In January 1993 the department split into Department of Administration and Department of Legal Services.Regional councils in Scotland were established under the Local Government (Scotland) Act 1973 (c.65). A two-tier system of local government was instituted with regional councils responsible for functions including social work, education, electoral registration, roads, valuation and rating, water and sewerage, police and fire. Regional councils were elected in 1974 and acted as shadow authorities until May 1975, when they assumed full powers. Regional, islands and district councils were abolished by the Local Government etc (Scotland) Act 1994 (c.39). They were replaced in 1996 by a single-tier local government structure.
