Administrative History	James Parlane Kinloch was educated at Glasgow High School and Glasgow University. He came to Aberdeen in 1914 as Deputy Medical Officer of Health for the city and was lecturer, and later reader, in Public Health and Infectious Diseases at the University. In 1923 he succeeded Professor Matthew Hay as Medical Officer of Health for Aberdeen and at the same time was appointed head of the Public Health Deaprtment of the University. He was appointed Chief Medical Officer in the Department of Health for Scotland c 1928, but died suddenly of a heart attack in January 1932. He published widely in scientific and medical journals and was highly regarded for his contributions to public health improvements in Aberdeen. A short obituary is contained in Aberdeen University Review, 19 (1931 - 1932), 191 and in 'Who Was Who, 1929 - 1940', 757.
