Untitled memorandum on 'serious social malaise', addressing in a discreet manner, the growing problem of venereal disease amongst the young, and offering practical solutions to reduce the problem. These include 'training from an early age in the development of personal moral responsibility and social obligation', 'cultivation of home and family life in good surroundings, with opportunity for early marriage', 'religious training', 'physical training, and instruction in the functions, hygiene and control of the body', 'training in the understanding and expression of the emotions', 'the encouragement of a high standard of literature and public entertainment ...', 'the provision of suitable opportunities for social contacts',and 'adequate provision for the disabled and for those who are inherently irresponsible.' The memorandum may relate to the Federation's meeting of 4 September (see above), at which venereal disease was discussed.
