Administrative HistoryThe frequent references in this address to Sir Herbert Samuel (1870-1963) suggests that it may have been written shortly after his resignation from Ramsay MacDonald's national government in 1932. Other references, to the Ottawa agreement and to the 'Russian Embargo question', tend to support this suggestion, but might also point towards a date in the early 1950s (by which time, Sir Herbert was leading the Liberals in the House of Lords).
