Administrative History'The 19th Congress of the Communist Party was held at the Seymour Hall, London, on 22 - 24 February 1947. Congress was opened by William Gallacher, M.P., Chairman of the Party. J.R. Campbell presided and made the closing speech. At the beginning of the Congress the sad death of Alex Massie, one of the Party's most outstanding workers, was announced'.
