Two Birmingham scientists, a nuclear physicist and a leading authority on burns, felt so disturbed about misleading current ideas that in 1961 they prepared and submitted a special memorandum to the Birmingham City Council ...'.

Memorandum concludes: 'Since this Memorandum was presented, the existence of bombs of more than fifty megatons has become known. Thus the situation today is even more serious than that outlined above'.
