DescriptionMemorandum English headed 'Things meete to be considered of under the good pleasure of his Ex[cellen]cy. An open satisfaction of the Estates to his Ex[cellen]cie To procure them to wryte to her Ma[jes]tie to like effecte'.

The memorandum, prepared by Beale and Henry Killigrew, deals with the military situation in the Low Countries, the political problems faced by the Governor-General (the Earl of Leicester), the need to answer questions in England, and the requirements to provide for an army for four months.

Summary by James D. George:
The Memorandum [...] relates to affairs in the Netherlands; one paragraph deals with 'a roll to make them [garrisons and captains] that contrary to the order left by his Ex[celle]ncie have ben displaced in his absence: and seinge it is pretended that the alteration was but prouisionall vntill his Ex[cellen]cies cominge, the order thereof to beleft to his Ex[cellen]cies disposition.' The letter is therefore subsequent to Leicester's recall in November 1586, and dates from about the time of his return to the Netherlands in the Spring of 1587.
Other paragraphs deal with continuing preparations for the relief of Sluys, and a proposed conference 'between Mr. Killigrey, R. Beale, two of the Counsell, and two of the Estates'. There is a detailed statement of the requirements for a military force.

The conference mentioned in the summary is described in the opening full paragraph; its purpose is for 'a booke to be made by m[aste]r KKilligrey and R. Beale, to be sente into Englande for a p[ar]ticular answer to all and su[n]drye their accusations and declarynge what hathe ben by vs answered vnto them [...]'
