He comments on methods of military and naval recruitment in Isle of Man since its reinvestment in the crown. Also notes that he had never made any official representations to the Duke of Portland and defends himself against allegations in the Lieutenant Governor's report. He discusses recent events in Manx legislature, salary of Lieutenant Governor, conditions proposed for Shaw's retirement, duke's own position as Governor, raising of Manx fencibles, and appointment of Captain Charles Small as Lieutenant Governor.
