Administrative HistoryWilliam Cumming Skinner was born at Tain, Ross-shire in 1869 and educated at Edinburgh University, graduating MA in 1895. He then studied at New College, Edinburgh, and was licensed by the Free Church in 1898. After some time as assistant in various parishes, he was ordained and inducted at Kinloss, Moray in 1900. He moved to Hilltown parish, Dundee, in 1905, as a minister of the Church of Scotland, and died in office there in 1933.
