Gunning was Chairman of the National Drug Prevention Commission in the Netherlands. His report outlines the harmful effects of the drug. It was sent to Mary Esslemont by James J. Scott, of Chesterfield, Derbyshire, in May 1980, in response to the Scottish Liberal Party's decision to support the legalisation of cannabis (his letter of 30th May 1980 is attached). |
