| Administrative History | References in this address to the Depression of 1929, the World Trade Slump of 1931 and the Ottawa agreements suggest that it may have been written in the early 1930s. A fleeting reference to the popularity of Cordell Hull (1871-1955), American Secretary of State, 1933-1944, tends to support this suggestion, but might also be indicative of a slightly later date: Hull headed the American delegation to the unsuccessful Monetary and Economic Conference in London in July, 1933. Later that year laid the foundations for America's 'good neighbour' policy with its Latin American neighbours, and the following year, given authority through the Trade Agreements Act of 1934, he negotiated reciprocal trade agreements with numerous countries, lowering tariffs and stimulating trade. |
